The long-awaited Draghi Report, presented on September 9 and which could serve as a roadmap for the new European Commission, proposes a radical shift in EU economic policy. Its author possesses immense prestige and legitimacy; his proposals—though not necessarily new—are detailed, bold, ambitious, and point out that the only possible path for the EU involves greater integration. It is now up to the member states—some highly reluctant to accept deep reforms, yield powers, or coordinate policies—not to block them and to fund them adequately.
The Draghi report sets out a roadmap of ambitious measures to curb the EU's economic decline, taking advantage of the opportunity presented by the green transition to forge green growth on a European scale.
