The report warns of a growing risk of structural scarcity due to the combination of more intense droughts, irregular rainfall and water stress that already particularly affects Mediterranean basins. Added to this are infrastructures with low renewal rates, tariffs that do not recover costs and prices that do not reflect environmental externalities, as well as a fragmented governance that hinders anticipation in times of crisis.
The report offers an overview of the main challenges in water management in our country, from investment in water infrastructure to water uses and consumption, crop irrigation techniques, non-conventional sources or urban supply tariffs. It also formulates a series of recommendations from a pragmatic perspective, such as a National Water Fund to finance necessary investments or a decisive boost to desalination, reuse and digitalization.
