Insuring against climate risk: the window of opportunity for Latin America and the Caribbean

Insuring against climate risk: the window of opportunity for Latin America and the Caribbean

Latin America and the Caribbean are among the regions most exposed to floods, hurricanes, and droughts, with damages exceeding $170 billion over the last two decades. The authors argue that traditional insurance markets are insufficient in the face of the higher frequency and intensity of these climate "black swans" and propose combining contingent credit, catastrophe bonds, parametric insurance, and loans with automatic clause relief. To this end, multilateral banks must mobilize capital, technical assistance, and public-private schemes to transfer and share risk, finance adaptation, and accelerate reconstruction. Only in this way can the region face the rising costs of climate change with minimal guarantees of resilience.
